The slum district of Greyhaven, also called Canal South. Where the city’s Lapsed and Unaccounted congregate, just outside the reach of the Civic Assembly and the Grand Ledger.

The transition from the regulated city to the Lower Ward is abrupt:

  • Clean cobblestones turn into packed dirt.
  • Buildings crowd together.
  • The very air sours.
  • Law is barely enforced — only inklings, with lone Grey Wardens walking in pairs.

Despite the squalor, the Lower Ward is busier than expected. A mirrored reflection of the city above — same marketplaces, but in dim alleyways and broken stalls. Beggars and children running everywhere. Many more people than the regulated census would suggest.
