The slum district of Greyhaven, also called Canal South. Where the city’s Lapsed and Unaccounted congregate, just outside the reach of the Civic Assembly and the Grand Ledger.
The transition from the regulated city to the Lower Ward is abrupt:
- Clean cobblestones turn into packed dirt.
- Buildings crowd together.
- The very air sours.
- Law is barely enforced — only inklings, with lone Grey Wardens walking in pairs.
A painted sign at the boundary reads Lower Ward / Canal South. Scratched underneath, never removed:
“The Ledger doesn’t reach here.”
Despite the squalor, the Lower Ward is busier than expected. A mirrored reflection of the city above — same marketplaces, but in dim alleyways and broken stalls. Beggars and children running everywhere. Many more people than the regulated census would suggest.
Notable places
- Slums Tavern — packed gambling-and-drinking joint. Run by the Slums Tavern Barkeep.
- Lower Ward Tannery — covers a side business in discreet housing. Run by The Tannery Dwarf.
- Eel Lane (a.k.a. Southeast Lowers) — sub-area deeper in. Hunched buildings, tighter alleys.
- The Eel Lane Safehouse — the party’s rented basement on Eel Lane.
In the campaign
- Session 35 — Cisco and Elijah (with Fernie) entered to find a safehouse. Visited the Slums Tavern, failed to charm the barkeep, tailed The Tannery Dwarf from the tavern back to his shop, and arranged a discreet housing downpayment with him.
